Education & Qualifications Requirements:

  • Advanced degree or similar qualification.
  • Senior Human Resources Management experience in a humanitarian/recovery context.
  • Fluency in English (both written and verbal) and knowledge of the local language (Dari or Pushto).

Work Experiences:

  • High-risk, insecure, opaque, complex, and volatile context exposure.
  • Familiarity with labor law and tax compliance.
  • Recruitment of national staff following established procedures.
  • Induction, including Code of Conduct and Anti-corruption guidelines.
  • Staff capacity building, training, and support.
  • Salary review coordination and implementation.
  • Performance appraisals oversight.
  • Payroll oversight.
  • HR analytics and reporting.
  • Office management.
  • Development and implementation of administrative systems and procedures.
