- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
- First-level university degree in environmental studies, economics, natural resources management, regional planning and development or related fields, or equivalent professional experience in such areas;
- Work experience in the fields of environmental development and protection, water resources management, economics, business development, regional planning and development;
- Experience working with developing or transitional economies;
- Communication, interpersonal and analytical skills.
Level of Professional Competence Requirements:
Furthermore, this level of responsibility requires the following:
Education:
First-level university degree in a relevant field
Experience:
Minimum 6 years of relevant professional experience

Mandatory:
- Sound knowledge of water sources management and energy policy principles aimed at ensuring sustainable development;
- Experience in environmental development and protection;
- Previous experience of working in a programmatic/strategic planning role;
- Ability to establish contact and develop confident relations with government officials and institutions, as well as civil society;
- Sound experience in identifying potentially relevant programmes and projects and subsequently implementing, monitoring and drafting analytical reports on them;
- Supervisory experience;
- Flexibility and ability to work under pressure and with limited time frames;
- Professional fluency in English language, both oral and written, and the ability to draft documents clearly and concisely;
- Computer literate with practical experience using Microsoft applications;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Desirable:
- Working knowledge of Russian language;
- Prior work experience in field missions, preferably in Central Asia.
Tasks and Responsibilities:
Under the overall supervision of the Head, Economic and Environmental Department, the successful candidate will be tasked with the following duties:
- Is responsible for the programmatic activities in the areas of water management and energy security;
- In close co-ordination with the Head of Department, oversees environmental activities, promoting international environmental conventions and standards as well as engagement on Green Economy;
- Conducting baseline studies and stakeholder analysis:
- Reviewing current situation on all relevant baseline information and current policy and practices with regard to water resources management and energy security for the wider Central Asia regional context;
- Identifying national and regional key project stakeholders and partners and analyzing documented consultations in view of their future/potential role during the implementation phase;
- Working closely with appropriate water and energy professionals and institutions at the national and regional level to achieve basic consensus on scale, content and format of main project(s);
- Working with the host government as well as with other international organizations and agencies to follow and apply the latest methodological good practices for Integrated Water Resource Management (IWRM) and energy security;
- Analyzing and assessing existing, and/or suggesting alternatives to:
- Water resources management and energy security issues and priorities in Central Asia;
- National or trans-boundary cross-sector co-ordination mechanism;
- Links to trans-boundary processes and institutions;
- Capacity building and awareness raising activities;
- Regional knowledge management mechanism;
- The IWRM monitoring framework.
- Developing a strategy to set up and maintain adequate mechanism for strategic trans-boundary dialogue and co-ordination with relevant activities in the Central Asia region, to include Afghanistan in future, to ensure on-going exchange of knowledge and experience;
- Supervising 3 national staff;
- Performing other related duties as required.
