The program does not accept applicants from the United States, Canada, Australia, Japan, or member states of the European Union. Candidates must be at least 28 years old at the start of the fellowship and actively working in the field of democracy, development, and the rule of law. Proficiency in written and spoken English is required, as all program materials and sessions are conducted in English.
