Project Associate (G6) - OSCE Programme Office in Bishkek, Kyrgyzstan
Position Information:
Background:
The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues, from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.
The Project Associate is a position assigned to the Politico-Military Dimension within POiB, to perform duties related to the implementation of the Strengthening Youth Capacities for Peace and Security project and program activities.
Tasks and Responsibilities:
Under the overall supervision of the National Programme Officer, the successful candidate will be tasked with the following duties:
- Collecting, registering, reporting and maintaining information on project activities by reviewing reports and establishing and maintaining liaison with partners for implementation, following up on all aspects of the Strengthening Youth Capacities for Peace and Security project, including project formulation and provision of functional support to project implementation; in coordination with partners responsible for the implementation, assesses programme implementation and other related issues; reporting regularly to the National Programme Officer, preparing various written products, draft background and briefing papers;
- Following up on the implementation progress of ongoing projects, investigating designated project activities, discussing findings with the National Programme Officer to identify implications for the work of the Programme Office as well as rationale and context of project activities, considering problem identification and problem resolution;
- Coordinating the collection and verification of documents, actions and data; gathering and editing basic data required for planning and negotiation, as instructed by the National Programme Officer; checking project documents for clarity, consistency and completeness;
- Preparing project/programme reports, activities and budget requirements for the planning of the Unified Budget; planning, coordinating and developing project budgets in close cooperation with the Finance and Administration Unit (FAU) in the Programme Office; following up and keeping records on project expenditures and overall financial status; preparing Purchase Requisitions and following up with FAU on Purchase Orders, receiving funds from FAU for project activities, preparing and submitting financial report for the projects expenditures for projects as needed;
- Compiling general background information from available sources for the assigned sector or area; designing and drafting supporting flow charts, schedules, graphs and tables; maintaining proper filing or other documentation systems to record programme and project history and ongoing activities;
- Attending and contributing to briefings for visiting delegations on matters relating to the POiB`s mandate and other important sectors pertinent to the organisation’s mission; attending meetings relevant to the programme and the area of responsibility and reporting on the meetings content to the National Programme Officer;
- Conducting field visits and participating fully in subsequent discussions and decision-making regarding follow-up actions on the projects;
- Providing inputs for all reporting exercises (regular and ad hoc), drafts and notes for the supervisor on specific issues and topics as and when requested; providing accurate interpretation when necessary for the Project / Programme Manager and other international staff members as requested to do so, during official meetings; receiving visitors and responding to routine requests for information.
- During the absence of other Programme Assistant(s) ensure that activities and communications in this Dimension are maintained in line with an agreed interim action plan, as instructed by the immediate supervisor.
- Day-to-day liaising on the working level with project beneficiaries and implementing partners (both from the side of the government and civil society);
- Performs other related duties as requested.

Necessary Qualifications:
- Completed secondary education. University degree in Political Science, International Affairs, World Politics, or Social Science is an asset;
- Minimum of six years of working experience in the field, preferably at least two years of experience within an international organization. Experience in work with NGOs or governmental institutions is an asset;
- Good knowledge of the issues addressed by the dimension; Knowledge of the situation in the area and region; Knowledge and proven experience in project planning, implementation, monitoring and evaluation procedures;
- Professional fluency in English, Russian and Kyrgyz with excellent communication (both oral and written) skills;
- Ability to collect and comprehend versatile information of performing appropriate analyses;
- Ability to establish and maintain good relations with all relevant partners;
- Ability and proven experience to work and cooperate with people of different national and cultural backgrounds;
- Ability to respect decision-making strings, comprehend the complexity and importance of the project and act in accordance with the existing procedures;
- Highly motivated and with a deep sense of responsibility, organizational skills, ability to take initiative and to work independently;
- Demonstrated critical thinking skills;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of the team, with people of different cultural, and religious backgrounds, different genders, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Monthly remuneration, subject to social security deductions is 1048.25 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.
