Education & Qualifications Requirements:

Education:

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
  • Formal professional certification in information security is desirable, such as CISM, CISSP, ISO ISMS, ISO Privacy, and/or ISO BCMS

Work Experiences:

  • Five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
  • Three years of assessing, managing, maintaining and securing electronic documents for law firm, law company and/or investigation team is required.
  • A minimum of three years of managing development and implementation of efficient information systems security strategies and processes; formulating, developing and implementing IT security projects, risk assessments, policies, standards, and procedures is required.
  • Two years of managing eDiscovery systems – particularly in access permissions, data processing, search, and data analysis is required.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English is required. knowledge of Arabic is desirable.

Key Responsibilities Career:

Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:

  • Demonstrates thorough knowledge of investigation technology applications, systems, and best practices; the ability to manage eDisocovery platform for handling multiple operational requests and assess priorities; and the insight to achieve client solutions under tight deadlines.
  • Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
  • Develops best practices and standard operation procedures for information security configuration and access permissions of evidence handling in eDiscovery platform and/or other cloud base applications.
  • Develops detailed system policies and procedures related to network hardware and software acquisition, use, support, security, and configuration.
  • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.
  • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
  • Performs and reviews SOC (Service Organization Control (SOC) audit reports, business impact analysis, and risk assessment and disaster recovery drill; develops ICT business continuity plan, incident response plan, cyber security mitigation plan based on the ICT audit results.
  • Provides specialized advice to users on information security threats, analyzing users’ requirements and translating these into appropriate solutions; determines application systems integration and linkage issues; ensures that key risk issues are understood, communicated and tracked as required.
  • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.
  • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
  • Develops training materials, operating and user manuals; trains staff in assigned systems.
  • Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
  • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
  • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
  • Facilitates communications between ITSD and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
  • Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. Provides guidance to, and may supervise, new/junior staff, consultants, etc.
