Education & Qualifications Requirements:
- Advanced-level university degree (master’s or equivalent) in economics, public law, public administration, social sciences, development studies or a related field.
- A first-level university degree (bachelor’s or equivalent) in one of the afore-mentioned fields or related field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
Work Experiences:
- At least five years of experience in the field of labor governance, social dialogue, international labor standards and labor market policies.
- Experience in national dialogue processes, management of public sector reform initiatives, inter-UN agency coordination, and in the Arab states region would be required.
Languages:
Excellent command of Arabic and English.
Career Key Responsibilities:
- Coordinate high-quality technical support at national levels to advance project priorities in labor governance, child labor, and social dialogue. Consider integrating cross-cutting policy drivers like international labor standards, gender equality, non-discrimination, and a just transition to sustainable economies.
- Provide policy and technical advice to ILO constituents and stakeholders, promoting inclusive and gender-responsive policies and impactful implementation and monitoring for equitable outcomes.
- Coordinate with national policies, other projects, and agencies to promote ILO policies on the project, fundamental rights at work, and relevant International Labour Standards.
- Design tools and learning materials, pilot new guidelines using innovative methods and communication tools.
- Develop and implement capacity development programmes, knowledge sharing and training events including in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable.
- Facilitate the effective participation and advocacy role of employers’ and workers’ organizations in policy design, implementation and evaluation.
- Initiate, design, and coordinate gender-mainstreamed research, assessments, and analyses to meet program objectives and stakeholders’ evolving needs. Use findings to formulate policy recommendations, develop knowledge products, tools, and guidelines, and enhance methodologies and approaches.
- Identify opportunities for technical and strategic partnerships in the wider formalization agenda. Ensure effective coordination with partners and donor for joint programming, monitoring and reporting.
- Co-ordinate, promote linkages and share best practices and lessons learnt with other relevant ILO projects/programs, ILO units and external stakeholders.
- Organize, facilitate and make technical contributions at workshops, steering committee meetings, conferences and other events to advance the policy priorities. Represent and engage the ILO as a key player in meetings, and forums at the national level concerned.
- Contribute to Decent Work Country Programme efforts to analyze, document and disseminate lessons learned and information on innovative practices emanating from the programme.
- Perform other relevant duties as assigned.
