Education & Qualifications Requirements:

  • Advanced university degree (Master‘s or equivalent) in economics, industrial relations, political science, social science, international studies, public administration or other relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Work Experiences: 

  • At least ten years of relevant experience including at the international level in the management of development cooperation activities in a senior level position, or in dealing with the issues pertaining to relations, actions and programmes of employers’ and workers’ organisations.

Languages:

  • Excellent command of English and a working knowledge of Uzbek or Russian will be an asset.

Career Key Responsibilities:

  • Provide strategic advice in identifying the requirements necessary to develop, implement and evaluate the wide range of activities of the ILO in Uzbekistan. Formulate and develop conceptual and strategic approaches for development cooperation activities.
  • In coordination with the ILO National Coordinator, strengthen and develop relations and regular communications between the ILO and the government, employers’ and workers’ organizations in Uzbekistan and support implementation of the Decent Work Country Programme and other relevant cooperation frameworks agreed between the ILO and its partners. Keep abreast of the status of these partners and of their needs in the light of ILO’s various fields of competence.
  • Plan and coordinate activities with funding agencies and other international organizations or initiatives.  Coordinate and guide the preparation of operational plans for the implementation of country-related programmes and projects.
  • Mobilise resources in support of the ILO objectives and development cooperation activities. Negotiate conditions and terms, justify financing inputs, and follow up until agreement is reached. Initiate resource mobilisation approaches for the acceptance, funding and implementation of projects and programmes.
    Oversee the administrative operations for financial and personnel management of the organization’s country related programmes, and projects.
  • Provide advice to senior officials on matters of concern to the relevant constituent organization and represent the ILO in internal and external meetings as regards policy questions.
  • Coordinate with the United Nations Resident Coordinator and represent DWT/CO Director at United Nations Country Team meetings.
  • Perform other relevant duties as assigned.
