Education & Qualifications Requirements:

  • First level university degree in statistics, demographics, public policy, international development, economics, or related field.  Professional training on M&E/MRM and market systems development (MSD) is desirable.

Work Experiences: 

  • At least three years of relevant professional experience preferably MRM or M&E, of which includes the development and management of such systems.
  • Experience in MRM/M&E in private sector or market systems development programmes and/or with the DCED Standard would be an advantage.
  • Experience in market systems or value chain development and in working with the software Microsoft Project (MS Project) would be an advantage.

Languages:

  • Excellent command of English and working knowledge of Portuguese is required.

Career Key Responsibilities:

  • Conduct a thorough review of the DCED Standard for Results Measurement and identify the key principles and requirements that are relevant to the project.
  • Work with the project team to design and establish Intervention Guides for each project intervention that align to key elements of the DCED Standard.
  • Support the project team to develop and implement a project comprehensive monitoring and evaluation (M&E) strategy including a result, baselines and targets and indicators; assumptions and risks and reporting on activities and performance towards project objectives addressing the project theory of change and mainstreaming gender and non-discrimination.  Identify and measure appropriate indicators to measure intervention progress and change, particularly for changes to employment, economic transformation, gender and youth-related outputs, outcomes, and impact.
  • Assist the project team to identify relevant data collection methods and tools for each level of measurement.
  • Work closely with the project team and partners to ensure that monitoring and evaluation activities are integrated into project planning, implementation, and reporting.
  • Lead the development and operationalisation of a monitoring plan outlining the specific activities that will be conducted on an ongoing basis to track progress toward project objectives.
  • Coordinate and provide support to project staff in MRM system use, including development of research instruments, conduct regular data collection and develop relationships with project partners who contribute to data collection, periodic reviews of the interventions and revision of results chains.
  • Commission and oversee third-party data collection surveys, analysis and reporting.
  • Support the project team and Chief Technical Adviser to manage, clean and analyse collected data in a way that optimises reliability and use. Including supporting them in the full integration of the MRM system in the project’s management and the team’s learning.
  • Be the focal point of the project for the mid-term and final evaluations and support related activities.
  • Prepare reports and presentations to inform project management, donors, and stakeholders about project progress and results in line with the DCED Standard.
  • Prepare easily accessible and understandable data (i.e. infographics) for results dissemination via social media and other means.
  • Lead MRM training for the project team and, to the extent required, stakeholders and project partners.
  • Perform any other duties requested by the Supervisor.
