HUMAN RIGHTS OFFICER/SECURITY SECTOR ADVISER Bogota, Colombia
Summary:
This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in Bogotá, Colombia pursuant to Human Rights Council Resolution A/HRC/RES/53/22. The Human Rights Officer/Security Sector Adviser works under the direct supervision of the Security Sector Reform Team Coordinator or designee with the overall guidance of the Representative.

Job Details:
The Human Rights Officer/Security Sector Adviser will be responsible for planning and coordinating activities related to thematic and OHCHR Colombia mandate on human rights, collecting and analyzing human rights data, working on protection of human rights defenders and social leaders, and directing capacity-building efforts on human rights in Colombia.

Key Responsibilities:

- Reviews, monitors, and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council.
- Analyzes the situation of law enforcement forces, researches, and provides advice on security sector reform.
- Provides an assessment of the operating environment for security forces and maps the relationship between security institutions and other state institutions.
- Prepares relevant human rights parts of reports for the General Assembly, HRC, etc. (e.g., notes on the status of ratification of human rights instruments).
- Meets regularly with national officials as well as Military and Police officers to plan projects and review project activities.
- Analyzes information related to the protection of civilians and human rights and provides advice on matters related to law enforcement procedures and methods and accountability of security force.
- Makes contact with other sectors of the UN, other international organizations, and governments on coordination and policy matters; briefs representatives and provides, as appropriate, suggestions and recommendations.
- Assists country military and police on training in the field of human rights, international humanitarian law, democracy, and the rule of law, with attention to gender perspectives.
- Serves as a team leader with responsibility for carrying out, in consultation with the Chief of the Section, work coordination and administrative functions relating to the staff, planning, and budget.
