This is a fixed term appointment or assignment for senior staff, for a period of 3 (three) years. This opening is open to internal and external applicants.
If selected externally, the appointment may be extended up to 3 years per extension or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.
At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.
Fixed-term appointments or assignments for senior staff are subject to terms and conditions determined by ADB as indicated in all relevant policies.

The position is assigned in the Public Sector Management and Governance (PSMG) Sector Office within the Sectors Group (SG). The Sectors Group is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The Sectors Group delivers or supports the delivery of sovereign and nonsoverign, and advisory operations, and knowledge services, supports regional departments (RD) and resident mission (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally. PSMG is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors.
Job Purpose:
The Director, Public Sector Management and Governance (Director, PMSG) leads the planning, implementation and supervision of the team’s vision, goals, strategies and work plan in support of public sector management and governance sector. He/She oversees quality of work and ensure consistency of policy and strategy implementation. In addition to business development and formulation of specialized subsector team, Director, PMSG will provide support to regional departments in: (i) undertaking continuous policy dialogue with clients (ii) supporting initial preparation of projects and (iii) providing technical expertise to project teams. The Director, PSMG will report to the Senior Sector Director, Public Sector Management and Governance and supervise International Staff, National Staff, and Administrative Staff.
Responsibilities
- Develops a strategy for PSMG, including HR strategy to build specialized teams and assure quality of sector programs and inputs to other sector’s programs with a cross cutting PSM component and multispectral programs.
- Develops specialized teams to provide specialized technical advice to DMCs on specific subsectors of PSMG, combine operations with knowledge production closely aligned to operations and ensure consistency of technical advice provided to DMCs across regions and sub regions.
- Recommends and formulates the design and development of strategic initiatives and emerging areas.
- Recommends teams for projects and initiatives for projects assigned to the practice area, to be approved by the Senior Director. Lead, advise and support the successful implementation of the four key shifts as envisaged under the new operating model, i.e. on climate, private sector, knowledge solutions and flexible and responsive ways of working.
- Ensures delivery of quality sector support to Country Partnership Strategy (policy dialogue, diagnostics, roadmaps) and pipeline development.
- Advises on the design and implementation of sector projects in the region to ensure quality, achievement of targets, value addition and compliance with ADB policies.
- Ensures effective coordination and communication with key development partners on operational and strategic matters, addressing sector questions and other requests from internal and external stakeholders approved by the Senior Director
- Coordinates with other sectors, RDs, PSOD and OMDP for cross cutting planning and streamlining to better integrate PSD into SOV projects.
- Guides regionally-assigned and country-based staff and supervise relevant sector staff recruitments, deployment, and development.
- Recommends and aligns administrative and operational processes and allocation of relevant budget within SG-PSMG
- Provides advice on country and regional work programs and recommendations on significant developments, emerging opportunities, and challenges in area of responsibility.
- Leads and facilitates effective coordination and cooperation with other ADB Departments and internal stakeholders.
- Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provides coaching and mentoring to team and individuals and ensure their on-going learning and development.
Qualifications
Relevant Experience & Requirements
- Master’s Degree or equivalent, in Economics, Finance, Engineering, Business Administration or related fields, preferably with specialization on PSMG issues. University degree combined with at least 10 years specialized experiences in similar organization/s, may be considered in lieu of a Master’s degree.
- At least 15 years of relevant experience within the PSMG, with good knowledge of the Asia Pacific region.
- Experience with debt sustainability analysis and debt management will be an advantage.
- Proven management and leadership qualities.
- Excellent capabilities in people and talent leadership, strong client and impact orientation, and effective communication.
- International experience working in several countries and multiple ADB regions.
- Experience in private sector desirable.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
