Education & Qualifications Requirements:

Education:

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, public administration, commerce, engineering, law or related fields is required.
  • A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experiences:

  • A minimum of five years of progressively responsible experience in providing contracts management in the areas of large and complex construction/renovation projects in international or multinational environments is required.
  • Experience with UN or other public procurement rules and regulations is required.
  • Experience in successfully processing claims and change orders in a construction environment is required.

Languages:

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is desirable.

Key Responsibilities Career:

Within delegated authority, the incumbent will be responsible for the following duties:

  • Oversees performance and compliance of vendors with the contracts for services and goods for the delivery of the SHP projects, particularly high-value contracts for construction and design.
  • Supports the Contracts Management Officer with the development, negotiation, procurement, and drafting of complex contracts for large construction services.
  • Administers and coordinates claims resulting from SHP construction contracts, provides information and guidance to staff members and contractors on applicable rules and procedures, and acts as the liaison with the relevant stakeholders.
  • Manages contract changes and supports the preparation of contract amendments as necessary.
  • Participates in contract review meetings and drafts meeting minutes; works towards resolution of conflicts or performance issues arising in cases of poor performance and/or noncompliance with contractual obligations. Prepares periodic contractor performance evaluation reports.
  • Participates in the enforcement of UNOG contracts in consultation with Procurement and UN Headquarters stakeholders, as appropriate.
  • Maintains work program and schedule for ongoing contracts and newly-planned ones.
  • Develops and implements contract compliance checklists, implementation plans, and performance management.
  • Reviews contractual correspondences from contractors and identifies any early warnings of potential issues, claims, or disputes. Drafts or reviews contractual notices to enforce the contractor’s obligation as per the terms and conditions of the contract.
  • Prepares and implements contract close-outs reports and lessons learned, including identifying, documenting, and disseminating best practices. Prepares final contractors’ performance reports.
  • Liaises with other departments, including the Office of Legal Affairs, in relation to handling claims and disputes, demanding specific performance, claiming against warranties, and other contractual remedies.
  • Provides input to statements of works/requirements (including articulation of performance standards and Key Performance Indicators), Local Committee on Contracts (LCC) and Headquarters Committee on Contracts (HCC) presentations, development of technical evaluation criteria, assistance with evaluation of vendor proposals and support in contract formulation, drafting, and negotiation.
  • Drafts relevant audit responses, as required.
  • Maintains electronic files and records to ensure proper accountability.
  • Performs other related duties as required.
