Education & Qualifications Requirements:

Education:

  • An advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law, or a related area is required.
  • A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experiences:

  • A minimum of five years of progressively responsible experience in project/programme management, administration, procurement, finance, accounting, budget, or a related field is required.
  • A minimum of five years of experience in the UN or comparable international organization in requisitioning/procurement, preferably in the context of the provision of large-scale ICT goods and services is required.
  • Experienced in source and demand planning, preferably within the UN system or a comparable international organization is required.
  • Having experience in the management of the cost recovery process for services, preferably in the context of the provision of large-scale ICT is required.
  • A working experience in contract management, preferably involving large multimillion-dollar systems contracts is required.
  • Experience in the management of service delivery in a cost recovery environment is desirable.

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in English is required.
  • Knowledge of French is desirable.
  • Knowledge of another UN official language is desirable.

Key Responsibilities Career:

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Manages service delivery in the assigned areas of service management for Requisitioning, Billing, and User printing services by:
  • Leading a team of professionals and support staff to deliver the assigned services in a cost recovery environment
  • Overseeing invoice payment to vendors/suppliers
  • Participating in the design and development of services
  • Leading a team of professionals and support staff in the process of cost recovery for all the services of ICTS
  • Participates in the planning of non-staff budget allotments and carries out activities related to their execution (acquisition plan preparation, expenditure tracking, progress reports, etc), as well as supply/demand planning.
  • Coordinates contract management for local ICT contracts and coordination with HQ on system contracts that they manage.
  • Develops, implements, and evaluates assigned services/projects, etc.; monitors and analyzes service/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Serves as Primary Certifying Officer for requisitioning expenditures.
  • Researches, analyzes, and presents information gathered from diverse sources.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Coordinates policy change implications for responsible services; including the review and analysis of issues and trends, preparation of evaluations, or other research activities and studies.
