Transforming Maternal Health Model: Investing in Better Birthing Experiences (Up to $17 Million per State!)

Empowering States to Improve Maternal Health Outcomes for Medicaid and CHIP Recipients

The Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), is launching a groundbreaking initiative – the Transforming Maternal Health (TMaH) Model. This 10-year program offers financial support and technical assistance to state Medicaid Agencies (SMAs) to improve birthing experiences and health outcomes for women enrolled in Medicaid and the Children’s Health Insurance Program (CHIP).

Who can apply?

  • State Medicaid Agencies (SMAs) from all 50 states, the District of Columbia, and U.S. territories are eligible to apply.

What is the program about?

  • TMaH is a voluntary program designed to test a new, comprehensive approach to pregnancy, childbirth, and postpartum care.
  • It provides targeted technical assistance to SMAs, helping them implement payment and delivery system reforms that promote a “whole-person” care approach.
  • This approach focuses not just on physical health, but also on a mother’s mental and emotional well-being throughout pregnancy and after childbirth.

How will TMaH achieve its goals?

  • The program will support activities such as:
    • Expanding access to doulas, midwives, and other maternity care providers.
    • Implementing programs to improve prenatal care, including management of chronic health conditions like diabetes and hypertension.
    • Developing and promoting best practices for reducing unnecessary C-sections for low-risk pregnancies.
    • Encouraging patient-centered care through the creation of personalized birth plans.
  • By implementing these strategies, TMaH aims to:
    • Reduce the rate of cesarean sections (C-sections) for low-risk pregnancies.
    • Decrease the incidence of severe maternal morbidity (SMM), a serious complication that can occur after childbirth.
    • Improve the overall birthing experience for mothers enrolled in Medicaid and CHIP.

Benefits for States and Mothers:

  • States participating in TMaH have the potential to:
    • Improve maternal and child health outcomes for their Medicaid and CHIP populations.
    • Reduce program spending on high-cost procedures like unnecessary C-sections.
  • Mothers enrolled in Medicaid and CHIP can expect:
    • Improved access to quality maternity care.
    • A more personalized and supportive birthing experience.
