HUMAN RESOURCES ASSISTANT (50% part-time)

Org. Setting and Reporting
HUMAN RESOURCES ASSISTANT this vacancy is available for 50% part-time employment. The incumbent works under the direct supervision of the Associate Administrative and Human Resources Officer and the overall guidance of the Head of the Administrative and Personnel Division. S/he performs human resources administration functions, including those related to recruitment and selection, payroll, entitlements and benefits, administration of consultants and individual contractors, maintenance of personnel files, responding to staff queries, and other related human resources functions.
Responsibilities
Recruitment and placement – Monitors job openings, processes applications, and arranges for written assessments and interviews.
– Initiates and follows up on reference checks and academic verifications and ensures the completion of the pre-recruitment formalities, calculating salaries and related benefits, and preparing and dispatching letters of appointment and statements of emoluments.
Administration of Staff Contracts and Benefits & Entitlements
– Reviews and approves time and attendance requests (maternity leave, paternity leave, certifies sick leave, special leave without pay (SLWOP), etc.
– Reviews and approves staff travel entitlements for home leave, family visits, and education grant travel.
– Process requests for salary advances, rental subsidies, dependency allowances, and other payroll-related entitlements.
– Ensures banking details for all staff members and non-staff personnel are updated in Umoja.
– Monitors contract expiration dates and processes requests and actions for contract extensions.
– Maintains HR data in Umoja, paying attention to the accuracy of personal data, family status, dependency information, organizational assignment, addresses, absence quotas, time, and attendance records, etc.
– Replies to queries from staff on payroll, entitlements, and other relevant HR-related issues, and keeps them informed on progress.
– with onboarding and separation processes and entitlements as required.
– Assists in reviewing and submitting documentation to the Pension fund or the medical insurance company, as required.
Consultant and Individual Contractor Administration
– Assists in the recruitment and selection of consultants and individual contractors, reviews and processes shopping carts for consultants and individual contractors, and processes or amends purchase orders/contracts for consultants and individual contractors.
Other HR administration duties
– Maintains HR-related automated systems and applications including automated databases containing HR-related statistics and prepares periodic reports.
– Researches a range of HR-related issues and assists in the preparation of notes/reports.
– Provides general office support services; processes, drafts, edits, proofreads, and finalizes for signature/approval a variety of correspondence and other communications;
– Sets up and maintains personnel files/records (electronic and paper);
– Prepares written responses to queries concerning HR-related matters.
– Assists with visualizations and updating information material such as web pages or brochures.
– Performs other related duties as required.

Education
A high school diploma or equivalent is required.
– A University Degree in Human Resources Management, Business Administration, Public Administration, or a related area is an asset.
– Coursework/training in human resources is highly desirable.
– Very good computer skills are considered an added advantage.
Work Experience:
– A minimum of five (5) years of progressively responsible experience in human resources management, administrative services, or related areas is required.
– Experience in the Human Resources context within the UN Common System or other comparable international organizations is desirable.
– Experience with using Enterprise Resource planning such as Umoja for the administration of staff benefits and entitlements is desirable.
Languages:
English and French are the official languages of the Court. For this post, excellent command of either English or French and working knowledge of the other language is required.
