The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 20,000 staff.
In 2014, the ICRC expanded its presence in Ukraine. We have over 900 staff working across the county in various professional fields.
About the job:
The ICRC People and Culture (PAC) team seeks a qualified candidate based in its Kyiv office for the Recruiter position. In close cooperation with the team members and line managers, the Recruiter will be responsible for attracting and recruiting all staff categories, supporting hiring managers in the recruitment and selection process for country-wide positions, and monitoring all administrative aspects of the talent attraction and acquisition process.
Start date: As soon as possible.
Tasks and Responsibilities:
Under the direct supervision of the Talent Attraction & Talent Acquisition Officer, the Recruiter is responsible for:
- Providing support to hiring managers throughout the entire recruitment and selection process.
- Working in collaboration with various units, teams, or departments to identify and analyze staffing needs, challenges, methods, and processes.
- Supporting talent attraction by promoting the ICRC as an employer of choice; representing the ICRC in external promotional activities related to recruitment forums and job fairs.
- Acting as a focal point for relevant and main stakeholders during the recruitment and selection process and ensuring they are always informed and aware of recruitment policies and procedures, including best practices. (diversity & inclusion, fairness, confidentiality) and reporting any breach.
- Supporting HR Officers in sub-delegations with recruitment and selection processes as per needs.
- Drafting, reviewing, and publishing vacancy announcements.
- Screening applications for long-listing and supporting hiring managers in shortlisting candidates.
- Developing and reviewing technical test and interview questions in close collaboration and cooperation with hiring managers.
- Managing and administrating technical tests and interviews and facilitating interview panels as PAC representative.
- Performing reference and medical checks for selected candidates.
- Preparing Employment Offers, including salary proposals.
- Acting as a focal point for candidates through the entire application process.
- Ensuring all relevant recruitment-related documentation is completed, accurate, submitted, and compiled in due time.
- Keeping the recruitment tool and candidates’ information up to date.
- Supporting the optimization and improvement of the efficiency and effectiveness of recruitment and selection. approaches, processes, and tools.

Required qualifications, experiences, and characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine.
- University degree or equivalent experience; specialized degree in HR an asset.
- Three to five years of overall professional experience.
- Two to four years experience in recruitment.
- Professional fluency in English and Ukrainian.
- Computer literate with practical experience in Microsoft Office applications.
- Self-motivated with a strong commitment to teamwork and humanitarian principles.
- Flexible, enthusiastic, and willing to learn.
- Ability to work independently, as well as effectively under supervision.
- Confidence in managing projects and staff.
- Ability to organize and prioritize multiple tasks.
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment..
